Position Summary

The Capital Governance Director is responsible for providing enterprise-level oversight, strategic direction, and governance across Thermo Fisher's PSG capital portfolio. This leader ensures that capital investments are aligned with business priorities, executed with discipline, and deliver intended value. The role partners closely with senior division, functional and site leaders to strengthen capital planning, budgeting, approval process, optimize portfolio performance, and elevate execution standards across the organization. This position will also lead and provide strategic direction to the Engineering capital PMO resources and play a key role in advancing capital project delivery capabilities globally.

Key Responsibilities

Capital Governance & Strategic Oversight

  • Lead the governance framework for capital planning, budgeting, portfolio management, and investment prioritization across the enterprise
  • Establish policies, standards, and controls to strengthen decision-making and risk management for capital projects
  • Establish and facilitate the PSG standard CAR approval process from inception through approval
  • Facilitate executive-level governance forums, ensuring transparency, accountability, and alignment with financial and operational goals
  • Drive continuous improvement and maturity in capital processes, tools, reporting, and performance metrics

Portfolio Management

  • Oversee the global capital portfolio, ensuring visibility into performance, risks, and opportunities
  • Partner with Finance and Business Leaders to support annual capital planning cycles, forecasting, and scenario modeling
  • Provide strategic insight to optimize resource deployment, reduce constraints, and accelerate high-priority projects
  • Owns Capital KPIs Dashboard for presentation to executive level stakeholders & approvers

Capital PMO Leadership

  • Lead and oversee the Engineering capital PMO responsible for supporting capital planning, project controls, reporting, and standard execution methodologies
  • Build and maintain project management frameworks, ensuring consistency in scoping, scheduling, budgeting, and risk management
  • Mentor and develop PMO personnel to enhance project delivery capability across sites and businesses

Capital Execution Excellence

  • Champion best-in-class practices for capital project execution, working closely with Engineering, Operations, MS&T, Supply Chain, and Site Leadership
  • Oversee implementation of standardized project controls, change management processes, and performance tracking
  • Provide strategic guidance and troubleshooting support for complex, high-value, or high-risk projects
  • Ensure lessons learned are captured, shared, and implemented across the capital project community

Stakeholder & Cross-Functional Leadership

  • Build strong relationships with global business units, site leaders, Finance, and technical functions to drive alignment and operational excellence
  • Lead change management efforts associated with capital governance initiatives
  • Represent the capital governance function in strategic planning and long-range investment discussions

Qualifications

Education & Experience

  • Bachelor's degree in Engineering and experience in capital projects execution; advanced degree preferred
  • 12+ years of experience in capital governance, capital portfolio management, PMO leadership, capital controls, engineering, or capital project execution in a complex, global organization
  • Demonstrated track record leading large, cross-functional capital initiatives and developing governance frameworks
  • Experience in life sciences, manufacturing, or highly regulated environments strongly preferred
  • Experience leading the execution of a capital portfolio with a >800M annual spend is strongly preferred

Technical & Leadership Competencies

  • Deep expertise in capital portfolio management, capital planning processes, and project controls
  • Strong understanding of capital project execution methodologies (Agile, PMP, stage-gate, risk management, cost control, scheduling, etc.)
  • Ability to influence executive stakeholders and drive alignment across a matrixed global organization
  • Exceptional analytical, financial acumen, and problem-solving skills
  • Proven ability to lead teams, develop talent, and enhance organizational capabilities
  • Strong communication skills with the ability to translate complex concepts into executive-ready insights

Travel Requirements

Ability to travel domestically and internationally, as needed (typically 15–25%). Base Location United States. Greenville, NC or in near proximity to any PSG location.

Compensation and Benefits

The salary range estimated for this position based in North Carolina is $160,100.00–$240,125.00. This position may also be eligible to receive a variable annual bonus based on company, team, and/or individual performance results in accordance with company policy.
