POSITION SUMMARY

The Permitting Research Executive plays a vital role in conducting early-stage permitting research to support the Planning, Design, and Permitting teams. This position is focused on identifying permit requirements, performing plat searches, obtaining plats, requesting and validating utility data, verifying right-of-way (ROW) and easement constraints, and preparing comprehensive scoping documentation. By delivering accurate, front-loaded permitting intelligence, the Permitting Research Executive minimizes design rework, enhances drafting efficiency, and accelerates permit approvals, serving as a critical link between Planning and Permitting functions.

DUTIES AND RESPONSIBILITIES

  • Identify permit requirements early and ensure accurate Service Requests (SRs) in collaboration with the Planning/Prefield Team.

  • Conduct plat research, obtain plats, create PAIs for plats, and manage JX requests and follow-ups.

  • Request and validate utility data from JX; prepare PAIs for any missing JX information as necessary.

  • Engage with jurisdictions to determine engineering standards and requirements.

  • Review HOAs, ROW ownership, and Utility Easements (UE) to identify permitting needs.

  • Verify placement feasibility and document ROW details, conflicts, and reroute requirements.

  • Develop clear scoping documents for permit engineers, including ROW measurements, easements, and placement routes.

  • Research approved permits in the vicinity when plats or records are unavailable.

  • Maintain accurate tracking and reporting within internal systems.

  • Monitor regulatory compliance and support continuous improvement initiatives through RCA.

SKILLS AND PROFICIENCIES

  • Strong understanding of telecom/fiber permitting, ROW, easements, and plats.

  • Proven experience in plat research, land records, and utility coordination.

  • Ability to interpret plats, GIS data, and utility layouts.

  • Exceptional English communication skills, including clear pronunciation and professional writing.

  • Comfortable engaging via phone with jurisdictions, vendors, and internal teams.

  • Excellent documentation, organization, and follow-up skills.

  • Familiarity with CAD and permitting systems (preferred).

QUALIFICATIONS AND REQUIREMENTS

  • Bachelor’s degree or equivalent experience in engineering, planning, GIS, or a related field.

  • 2–4 years of experience in permitting research, telecom permitting, or ROW analysis.

  • Demonstrated experience in plat search and/or site acquisition.

  • Experience supporting FTTH and BAU projects is preferred.
