Responsible for interpreting and applying federal, state, and international laws, regulations, and standards as they relate to financial products, accounting practices, cost structures, and related business process. Implements, maintains, and monitors compliance policies, procedures, and internal controls to ensure adherence to applicable statutes Federal Acquisition Regulations (FAR) Cost Accounting Standards (CAS) and other regulatory requirements. Ensures regulatory and financial reporting obligations are met accurately and in accordance with established timelines.
Investigates, analyzes, and resolves compliance issues, inquiries and complaints received from internal business units, customers, auditors, and government or regulatory agencies. Provides guidance and interpretation of regulatory requirements to stakeholders to support compliant business operations and financial decision making.
Reviews, audits, and evaluates financial systems accounting methodologies, policies, procedures and supporting documentation to assess compliance with applicable laws and regulations, identify gaps or risks, and recommend corrective actions. Collaborates with cross functional teams including accounting, finance, contracts, legal and program management to support compliance in complex and highly regulated environments. Supports continuous improvement efforts to enhance compliance effectiveness, process consistency, and financial integrity.
Basic Qualifications:
- Experience in accounting, Indirect Reserve and margin impact calculations, Incurred Cost Proposals development and audit, treatment and recording of prior period costs, billing rate, quick closeout rates, final rate calculations and agreements, CAS General Dollar Magnitude, cash impact calculations, rate model, structure and S4 adjustments to coincide with disclosure statement changes, coordination with other functions, Sectors and Corporate on a multitude of financial transactions, maintain a virtual working department.
- Experience interfacing with DCMA, DCAA, AIA, external Legal and Accounting firms contracted with Northrop Grumman to resolve financial issues
- Bachelor's degree from an accredited university and 9+ years of related Aerospace Industry experience, or a Masters degree and 7+ years.
- 9+ years in Regulatory Experience along with 3+ years of Leadership experience
- Understanding of U.S. Government regulations, including Cost Accounting Standards, FAR and Agency FAR supplements with the ability to interpret and apply CAS/FAR findings to communicate financial impact
- Timely and thorough analytical skills, and the ability to communicate about complex issues to both internal and external executives and decision makers
- Well-developed oral and written communication skills to successfully work across functions and programs at various levels and disciplines
- Strong data analytic capability and attention to detail and accuracy
- Strong Microsoft aptitude (Excel and Powerpoint)
Preferred Qualifications:
- Master's degree and 12+ years of related aerospace industry experience
- CPA
- Ability to obtain and maintain DoD Clearance
- Experience with S4 and AO

Primary Level Salary Range: $137,800.00 - $239,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
