Our employees are not only part of history, they're making history.Northrop Grumman's Mission Systems (NGMS) sector is looking for a Manager, Programs Level 2 to support the Emerging Capabilities Development (ECD) organization onsite in Rolling Meadows, IL. The primary objective of this position will be the leadership of Research and Development programs to satisfy all contractual requirements, on cost and on schedule, while delivering a product that meets customer expectations.
What You'll Get to Do:
The selected candidate will lead a cross-functional program team aligned to common performance goals, with a focus on developing multi-function capabilities. Typical program duties encompass all phases of the program life cycle from inception (proposal development) through startup, execution, demonstrations and completion.
Responsibilities include, but are not limited to:

Managing the cost, schedule, and technical performance of the program.
-
Identifying, allocating and managing program resources, including workforce planning.
-
Measuring and reporting program performance.
-
Interfacing with internal and external customers, suppliers, and industry partners.
-
Developing and delivering presentations to customers, executive management, and other stakeholders.
-
Identifying new business opportunities through long term strategic planning, cultivating customer relationships, capture planning, and development of proposals and business plans.

Managing customer and capital property.
-
This position is 100% on-site - remote or telework is not available.
Basic Qualifications:
-
Bachelor's Degree in Engineering, Computer Science, Math and/or Physics with 8 years' or Master's Degree in Engineering, Computer Science, Math and/or Physics with 6 years of relevant experience supporting Government proposals, contracts and/or project management.

Experience with RF Electronic Warfare systems.
-
Experience leading the performance of tasks on schedule, at cost and achieving all requirements as a project lead.
-
Strong communication and organizational skills.
-
Competent in Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook, Project).
-
US Citizenship.
-
Active DoD Secret Clearance with the ability to obtain and maintain a Top Secret and SAP clearance after being hired.
Preferred Qualifications:
-
Active DoD Top Secret Clearance.
-
Experience as a Program Manager for Research and Development focused programs.
-
Experience with varying contract types, including FFP, IDIQ and OTA.

Strong technical background in the development of software defined sensor systems.
-
Experience implementing and utilizing earned value management.
-
Experience with geographically diverse program teams.
Primary Level Salary Range: $149,400.00 - $224,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
