Overview

The Engineering, Enablement, and Operations (EEO) organization enables Microsoft’s commercial business to better serve every person and organization’s transformation and economic success. We design, build, and manage the levers that accelerate commercial growth and shorten the cycle between customer signal and delivery.

The Executive Office supporting the COO of the commercial business plays a pivotal role in maximizing the scale, impact, and voice of the COO and the broader organization. We do this through business operations, people & culture, communications, and cross org strategic project & program orchestration.

As a Technical Advisor, you will evaluate, prototype, advise, and inform the organization on technology related decisions that enable operational excellence and accelerate commercial growth. You will partner closely with senior leaders, engineering teams, and business stakeholders across the EEO organization and broader Microsoft ecosystem to ensure technology investments and solutions align with strategic priorities.

You will bring deep technical expertise, strong analytical skills, and the ability to translate complex technology concepts into actions. This role blends research, hands on evaluation, prototyping, and executive advisory work to guide decision making on technology platforms, tools, and processes that support EEO and the commercial business mission.

Responsibilities:

Technology Strategy & Advisory:

  • Evaluate emerging technologies, platforms, and tools to inform strategic decisions related to adoptions, operational excellence, and commercial growth.
  • Conduct deep research and synthesize key opportunities, risks, divergent viewpoints, and technology directions across the industry.
  • Produce high‑quality executive briefs, synthesized research packets, and prioritized reading materials for senior leaders.
  • Prototype concepts, explore technical scenarios, and support narrative building for executive technology storylines.
  • Engage in iterative investigations and mini‑brainstorms based on evolving priorities and market signals.
  • Provide expert guidance to senior leaders on technology investments, architecture choices, and integration strategies.
  • Translate complex technical concepts into clear, actionable insights for business and executive audiences.
  • Identify risks, dependencies, and opportunities in technology‑related initiatives and recommend mitigation strategies.
  • Serve as a trusted advisor on technology trends and best practices to align with organizational priorities.

Cross-Org Collaboration & Influence:

  • Partner with engineering, business, and operations teams to ensure technology decisions support end‑to‑end business objectives.
  • Build relationships with engineering leaders; surface blockers, alignment gaps, and opportunities for collaboration.
  • Drive or support cross‑company initiatives requiring collaboration across multiple teams, ensuring shared strategic vision and alignment.
  • Facilitate discussions that synthesize diverse perspectives into cohesive technology strategies and action plans.
  • Act as a connector across teams to clarify ambiguity and enable prioritization of technology investments.

Technical Evaluation & Communication:

  • Drive visibility into what’s working and not working across engineering systems.
  • Conduct assessments of technical solutions, tools, and processes to ensure scalability, security, and efficiency.
  • Vet demos, technical content, prototypes, and solution proposals for quality, clarity, and strategic alignment.
  • Support experimentation and hands‑on prototyping to validate solution concepts and emerging opportunities.
  • Develop executive‑level presentations, reports, and messaging that articulate recommendations and business impact.
  • Establish frameworks and criteria for evaluating technology options and breaking down complex information into actionable steps.
  • Improve tool adoption, engineering efficiency, and alignment between product strategy and COO priorities.

Qualifications:

Required/minimum qualifications

  • Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.

  • 3+ years of experience managing cross-functional and/or cross-team projects.
    Additional or preferred qualifications-
    Bachelor's Degree AND 15+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.

  • 6+ years people management experience.

  • 10+ years of experience managing cross-functional and/or cross-team projects.

  • Demonstrated ability to write and understand code (any modern language), enabling hands‑on experimentation, effective collaboration with engineers, and informed evaluation of technical solutions.

  • Passion for driving change and taking on big challenges.

  • Track record of cross-group collaboration and coordination at multiple levels of the company.

  • Proven success with relationship management including ability to rapidly build trust and confidence of stakeholders, as well as influence business decisions across boundaries, at all levels of the organization, and often in ambiguous situations.

  • Business maturity and experience working with senior leaders, with the ability to work independently.

  • Executive presence and written and verbal communication skills.

  • Global program orchestration and execution, with ability to manage and deliver multiple projects simultaneously.

  • Track record of creating order out of chaos and clarity out of confusion.

  • Attention to detail and accuracy in all deliverables.

  • Deep understanding and experience with a broad set of Microsoft business groups a plus.

  • Demonstrated strengths in collaboration, customer focus, drive for results, and technical excellence.

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $139,900 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
