Title and Summary

Manager, Business Development, Public Sector

Summary:

The Public Sector Business Development Manager is responsible for developing and managing relationships with relevant governmental institutions and agencies. The ideal candidate will have experience in capturing early new business opportunities, through the response to regional public tenders issued by the said government institutions as well as direct application to the various available funds, potentially together with partners. The role also includes overseeing the development and submission of high-quality proposals, bids, quotations, and RFP responses that describe our products and services in response to requests from prospective governmental institutions.

Responsibilities:

• Identify and assess potential business opportunities leveraging Mastercard assets and capabilities with regional/market institutions and agencies
• Identify, develop and maintain relationships with key decision-makers at the governmental institutions and agencies who are in charge of areas relevant to Mastercard public sector business
• Oversee the development and submission of high-quality proposals, bids, quotations, and RFP responses
• Develop proposals for the application to the relevant for governmental funds
• Build partnerships with other organizations to increase the chances of success
• Monitor the progress of projects and ensure that they meet all requirements
• Report on the results of projects and identify opportunities for future business
• Coordinate as technical and procedural aspects of the proposals
• Team up with internal contributors and subject matter experts involved in the preparation of the proposals
• Oversee the internal approval process and manage escalations to address exceptions and resolve issues
• Review and analyze losses to recommend enhancements to processes, products and capabilities

Qualifications:

• Master's degree in business administration, international relations, or a related field
• 5+ years of experience in business development in the Public Sector, preferably with a focus on regional governmental institutions and agencies
• Experience in proposal management, preferably in a multinational enterprise
• Experience in public tenders and public procurement processes
• Excellent written and verbal Japanese and English communication skills
• Strong organizational, analytical, and problem-solving skills
• Ability to work independently and collaboratively with cross-functional teams
• Ability to work under pressure, meet tight deadlines, and handle multiple tasks simultaneously
• Fluency in English and another language
• Location: Japan Tokyo
• Consulting background is preferred but not essential
