Job Summary:
The Center for Integration Science in Global Health Equity (CIS) at Brigham and Women’s Hospital (BWH) is a global leader in advancing innovative approaches to health equity. Founded and directed by Harvard Medical School Professor Dr. Gene Bukhman, the Center develops and evaluates integrated care delivery models and nurtures integrated social movements. The CIS is the World Health Organization’s (WHO’s) Center for Integration Science and Service Delivery.
The CIS is administratively housed within the Division of Global Health Equity, part of the Department of Medicine at Brigham and Women’s Hospital. The Division supports interdisciplinary training, research, and implementation efforts aimed at reducing disparities in disease burden and improving treatment outcomes both in the United States and globally.
The Center serves as the co-secretariat of the 29-country NCDI Poverty Network, alongside the Universidade Eduardo Mondlane (UEM) in Maputo, Mozambique. In this role, CIS helps coordinate a global network of clinicians, researchers, policymakers, and advocates working to improve care for people living with severe noncommunicable diseases (NCDs) in low- and lower-middle-income countries. A major focus of this work is advancing the PEN-Plus (Package of Essential Noncommunicable Disease Interventions–Plus) strategy, which expands primary care hospital capacity to treat childhood- and young adult–onset conditions such as type 1 diabetes, sickle cell disease, and rheumatic and congenital heart disease.
The Director of Finance and Operations at the CIS oversees the operational, administrative, and financial aspects of the Center, including grants management, budget development and monitoring, operations, and human resources. This position acts as a central member of the leadership team, reporting directly to the executive director and working closely with the Center’s other five directors to provide input on long-term planning and drive administrative and operational systems.
Qualifications:
Financial Duties and Responsibilities:
- Responsible for the overall financial management of the Center’s grant portfolio
- Closely monitors the budget, including monthly analysis of expenses, to ensure spending is on track, and regularly updating the executive director on concerns and recommendations for budgetary changes in relation to programmatic needs and staffing
- Manages 28 active subcontracts to international partners in 22 countries
- Prepares financial reports and annual budget revision requests for sponsors in accordance with sponsor deadlines and policies
Administrative and Operational Duties and Responsibilities:
- Provides overall administrative and operational guidance to the Center’s team of more than 30; serves as a resource for day-to-day administrative requests and concerns; ensures all faculty and staff are trained in their positions and have the tools they need to do their jobs effectively; ensures awareness of resources offered by Mass General Brigham; and cultivates and provides opportunities for rising talent within the Center
- Serves as the administrative and financial liaison between the Center and the Division of Global Health Equity, working closely with the Division’s administrative director, MGB Research Management, donors, and partners
- Directly supervises members of the Administrative Team, including the finance and operations manager and the project coordinator
- Manages HR processes, including recruitment, interviews, hiring, onboarding; ensures timely completion of annual performance appraisals; engages in promotion processes
- Reviews and approves daily timesheets and time-off requests for 15 staff
- Manages the Center’s calendar of technical and financial reporting deadlines and submissions due to donors, oversees progress toward achievement of milestones, and proactively assists in keeping team members on track to meet reporting deadlines
- Working in close collaboration with—and serving as a thought partner to—the executive director, contributes to long-term planning to create initiatives that further the Center’s goals, and identifies and makes recommendations for staffing needs, structural changes, and missing third item in list?
- Develops the Center’s internal administrative and operational procedures to ensure efficiencies and the optimal use of resources; develops appropriate documentation (SOPs) and manuals for distribution to all faculty and staff
- Work collaboratively with the Programs Team to ensure successful execution of subcontract budgets and smooth communication between all subcontractors while also providing significant support for financial management and the contracting process
- Works collaborative with the Advancement Team to provide oversight on budgets, vendor contracts, and logistics for all large-scale events
- Provides mentorship to junior staff in program management roles
- Manages 12 active consultant agreements, ensuring all consultants meet deliverables and receive payment in accordance with the terms and conditions of the contracts
Post-Award Activities:
- Serves as primary liaison between Brigham and Women’s Hospital and subcontractors, including frequent communications with subcontractors across 22 countries for budget management, contract set-up, modifications, and terminations
- Leads post-award grants management for all awards, including fund and grant set-up, and works with the Division and central Research Management teams to ensure timely set-up
- Ensures compliance with funder and grant terms and organizational policies
- Monitors deadlines and coordinates reporting processes, including identification and consolidation of all components, for accurate and timely submission
Pre-Award Activities:
- Coordinates and prepares grant applications, identifies and organizes all components necessary for submission, tracks progress of applications, and coordinates with the executive director and teams throughout
- Prepares forms and documents for grant submission, including the grant proposal, budget, internal forms, and paperwork on any subcontracts
- Works closely with subcontractors to review and complete subcontract applications and budgets and to address grants compliance questions and processes
- Submits applications for Research Management review and make necessary corrections prior to submission to sponsors
- Tracks pending award submissions and sees through manages? oversees? negotiations processes

Qualifications:
- 7–10 years of experience in program management, finance, administration, and operations, especially those funded by nonprofit foundations and related to global health
- Bachelor's Degree in Healthcare Administration, Business Administration, Public Health, or Related Field of Study required or Master’s degree in Public Health, Public Administration, or Related Field of Study preferred.
- Significant (3–5 years) demonstrated experience in successful management of international subcontracts
- Experience managing human resources processes related to recruitment, interviewing, and onboarding
- Experience working with principal investigators to make decisions about operational, human resources, and financial needs
- Ability to work effectively, collaboratively, and diplomatically with investigators, hospital administrators, and sponsors
- 2–3 years of experience managing junior staff
- Excellent knowledge of sponsor rules and regulations and the ability to ensure work complies with terms and conditions of contracts
