Job Summary:
The Mass General Brigham Behavioral & Mental Health (MGB BMH) is the enterprise clinical service that supports and collaborates with all Psychiatry Departments & services across the MGB network. Reporting to the BMH Senior Administrative Director, and with a clinical report to the BMH Medical Director for Acute Care Services, the BMH Acute Care Services Administrative Manager plays a key role in the oversight, implementation of the BMH Central Access and Central Disposition team as well as projects and initiatives prioritized by BMH leadership, spanning Inpatient, ED, Consult, Urgent Care, Partial and Residential service levels.
Several key tenets of the role include: a strong commitment to behavioral health, demonstrated success in a fast-paced environment, managing complex projects in a matrixed environment, ability to manage multiple priorities and design new workflows, commitment to supporting systemwide change management, and an interest in and aptitude re: metric development and outcomes measurement. A comfort level with technology and desire to innovate are also important success factors for this role as responsibilities include development of a centralized data and outcomes tracking system, including change management to support appropriate workflow changes across the system to ensure accurate and transparent data is available both on the ground and to MGB leadership at the highest level.
The BMH Acute Care Services Administrative Manager works closely with the BMH Medical Director for Acute Care Services and the BMH Access Center and Assessment Nurse to provide thought partnership in the development of the centralized data and outcomes tracking system, including change management efforts to support appropriate workflow changes across the system to ensure accurate and transparent data is available both on the ground and to MGB leadership at the highest level. This effort requires close coordination with the BMH Digital Program Manager. Consistency across objectives and data analytics is critical to success in this role.
Several first-line priorities for this individual include the following:
- Oversight of the BMH Central Access and Disposition Team, which provides 24/7, 7 days per week coverage for patients presenting in MGB EDs systemwide requiring inpatient psychiatric admission or disposition, serving as Direct Supervisor to the Central Access and Disposition Resource Specialist Manager and Navigators (2.00 FTEs) as well as designated Resource Specialists.
- Stakeholder Management and Engagement: Builds and maintain key relationships systemwide and represent BMH in meetings including conference calls and consultation requests from MGB senior leadership, MA DMH, MA DPH, EOHHS, MHA, etc. This coverage will be shared with the BMH Central Access and Disposition Nurse and the Central Access and Disposition Manager ensuring that: strong relationships are maintained, a consistent communication are maintained and teams are mutually responsive when issues arise.
- ED and Inpatient Capacity Strategy: Maximize systemwide behavioral health resources, to increase access and reduce wait times for inpatient behavioral health services across the care continuum at MGB.
- Behavioral Health Throughput: ED diversion and throughput initiatives, including optimization of partial and residential services and urgent care services.
- Outcomes tracking and reporting Serves as the lead BMH point person for EAM Behavioral Health dashboard maintenance and updates to ensure an accurate (centralized data analytics related to ED and Inpatient behavioral health services. This individual will continue to play an important role as the High Reliability Organization concepts are implemented across BMH moving forward. In addition, this individual ensures that the central team continuously updates the impact data related to central access and central disposition and will develop automated reports (non-manual and provided from EPIC) provided to leadership at a regular cadence.
- Revenue Enhancement and Process Improvement: Provide support to BMH Revenue Manager for select initiatives as requested
This managerial role requires a comfort level with managing within a matrixed organization, key stakeholder development as the team includes both a centralized core team as well as dedicated onsite resources provider site across MGB, notably, the Mc Lean Intake staff. This individual may, upon request of leadership, directly supervise a Resource Specialist(s) in support of data analytics and reporting deliverables.
PRINCIPAL DUTIES AND RESPONSIBILITIES:

Stakeholder Management and Engagement – System Collaboration

Establish contacts and maintain strong working relationships with clinical and administrative leaders across MGB system entities, specifically those directly related to ED and inpatient behavioral health capacity;
-
Work collaboratively with clinical and administrative teams from system hospitals, affiliates and departments to support inpatient program development and implementation activities including identifying process improvement opportunities and pilot initiatives to improve the inpatient admissions workflows, data reporting and access and care across the system;
-
Present updates, findings, reports, and recommendations to internal and external stakeholders/leaders as requested by BMH leadership;
-
Work closely with the BMH Medical Director for Acute Care Services and the BMH Senior Administrative Director, as well as the BMH Central Access and Assessment Nurse and Clinical Leaders across the system to identify opportunities for improvement and pilot initiatives to improve the inpatient admissions workflows, data reporting and access and care across the system;

Monitor industry trends for technical innovations for inpatient care management and coordination and conduct due diligence as requested.

Team Management

Oversee the BMH Central Access and Central Disposition team, composed of Central Access and Disposition Team Resource Specialist Manager, Patient Navigators and Resource Specialists, and responsible to gather and share systemwide information regarding behavioral capacity, needs and monitoring throughput;

Meet regularly with the system and BMH leadership to ensure that the MGB Central Access and Central Disposition team is providing clear, consistent and timely data and reporting;

Present updates, findings, reports, and recommendations to internal and external stakeholders/leaders as needed for assigned projects.

Outcomes Tracking and Reporting

Oversee outcomes tracking and data reporting for BMH Acute Care Services, notably Central Access and Central Disposition activities re: daily data tracking and reporting to ensure clear, consistent and timely data and reporting; identify opportunities for improved data reporting and work to develop consistency across the system with regard to data definitions, reporting requirements and workflow process improvements to allow for real-time transparency at all MGB sites re: inpatient capacity and demand across the system;

Identify and propose key ED and inpatient metrics enabling enhanced reporting, of outputs and outcomes systemwide, through transparent, accurate, and timely data.

Collaborate with e Care, Innovation and other system departments to ensure standards are followed and guidelines are met during review, testing and implementation of any application

Project Management

Develop and own project plans and drive forward to deliver upon BMH leadership-approved strategic initiatives. Proactively manage and coordinate open action items to achieve initiative goals;

Responsible for special projects, as assigned by BMH Leadership, including but not limited to:

Billing, payor relations and contracting, including providing relevant systemwide behavioral health data and clinical outcomes to support outcomes measurement and revenue optimization
- State-related funding opportunities (examples include ED specializing payments, limited support for ED BH “boarding” patients)

Perform other duties as assigned
Qualifications:
Education
- Bachelor's Degree required; Master's degree highly preferred
Licenses
- **Registered Nurse (RN)**or another clinical license (LMHC, LICSW, LCSW)highly preferred
Experience:
- 5+ years of related experience; experience working with the behavioral health population strongly preferred.
- Demonstrated experience managing complex projects in a matrixed environment is preferred.
- Inpatient assessment and service coordination experience required
- Must have 2-3 years of project management experience; experience managing a remote/hybrid team preferred.
Knowledge, Skills & Abilities
- Experience within Behavioral Health and/or inpatient admissions processes preferred
- Strong communication and organizational skills, with an attention to detail, ability to work independently, manage multiple tasks and projects, meet deadlines, and manage a schedule.
- High degree of initiative along with the ability to act as a team player, working collaboratively with others across the department and the organization.
- Relationship and stakeholder management skills with demonstrated experience interacting with leadership across levels of management and clinical expertise, both internally and externally
- Analytical with demonstrated experience in managing in a highly matrixed organization
- Sound judgement and ability to navigate and support change management processes within a team and system

- Management of 1 Central Access and Disposition Resource Specialist Manager, 2 Patient Navigators, and approximately 12 Resource Specialists (including per diem positions and FTEs)
