The Homeland Sector, Airport Borders and Security Business Area of Leidos is seeking a Subcontracts Specialist to support overall supply chain management activities in support of its programs and proposals. We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision, the Subcontracts Specialist is responsible for activities that span the entire procurement cycle and broader supply chain lifecycle, including but not limited to: negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities. Subcontracts will primarily be in support of federal programs as well as some commercial and state/local programs. This role contributes to overall supply chain strategy, supplier performance, and program execution objectives. This position can be accomplished through remote telework or at Leidos Reston HQ.
Primary Responsibilities:
- Negotiates NDA’s and Teaming Agreements in support of supply chain and strategic sourcing initiatives.
- Provides strategic proposal support centered around the win strategy including supply chain strategy, sourcing decisions, and supplier engagement.
- Creates moderate to complex RFP solicitations in accordance with Government and Leidos requirements and broader supply chain policies and procedures.
- Evaluates supplier proposal responses to ensure alignment with cost, schedule, technical, and supply chain objectives.
- Conducts price and cost analysis and supports supply chain cost competitiveness initiatives.
- Negotiates pricing and terms/conditions with subcontractors and suppliers across the supply base.
- Administers subcontracts of various types and complexity.
- Identifies and resolves moderate issues and problems on assigned subcontracts and make recommendations to management while supporting supplier performance and risk mitigation across the supply chain.
- Performs subcontract close-out activities.
- Analyze risks and identify risk mitigation within the subcontract portfolio and broader supply chain.
- Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues and serves as a key supply chain representative to internal stakeholders.
- Regularly interacts with program management, contracts, project control, finance, business development and with customers as required.
- Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution while fostering strong supplier relationships across the supply chain.
Basic Qualifications:
- Requires a BA degree and 2 - 4 years of prior relevant experience or Masters with no years of prior relevant experience.
- Must be US Citizen.
- Experience negotiating terms and conditions
- Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
- Strong organizational, written and oral communication skills.
- Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
- Ability to multi-task and work in a fast-paced environment.
- Basic knowledge of the FAR and DFAR. Proficiency in word processing, electronic spreadsheet, analysis techniques, and workstation tools.
- Attention to detail and problem-solving skills, strong time management skills and the ability to prioritize work.
Preferred Qualifications:
Working experience with automated purchasing system (preferably Cost Point or Deltek)

Pay Range:
Pay Range $59,150.00 - $106,925.00
