The Digital Modernization Group at Leidos is seeking a Senior Industrial Security Representative (ISR)/Contractor Program Security Officer (CPSO) supporting work for the Defense Threat Reduction Agency (DTRA) in Alexandria, VA. The position will be a part of the Leidos DoD Enterprise IT Modernization (DEIM) Security Team in the application of Leidos security standards and practices to existing US government facilities identified by the contract.
The Sr. ISR/CPSO is responsible for safeguarding industrial installations, resources, utilities, materials, tools, and information essential to the organization’s operations. Protects and manages classified information and equipment developed by, or entrusted to, the organization, requiring in-depth understanding of security policies, procedures, and oversight requirements for the proper classification, access, handling, storage, and destruction of classified or sensitive material. Responsible for developing, implementing, and analyzing programs ensuring adherence to federal laws, regulations, and directives for classification management. Responsible for management of clearance prescreening, verification and maintenance, including upgrades or downgrades, crossovers of existing clearances, continuous vetting, and periodic reinvestigations at all clearance levels. Responsible for foreign visitor and facility access, special and restricted access programs, briefing and debriefing individuals on requirements and responsibilities of privileged access to sensitive programs.
Primary Responsibilities:
- Conduct facility security management duties including but not limited to facility security inspections and assessments, alarm response including implement receipt/dispatch as applicable, and ensuring Intrusion Detection System and other facility security systems operability.
- The Sr. Industrial Security Representative (ISR)/Contractor Program Security Officer (CPSO) shall provide daily support to the appointed Leidos SCIF Manager to fully implement all applicable enhanced security policies and procedures.
- Escort facility visitors and assist in the preparation of facility access control badges.
- Performs Physical Security duties and responsibilities within Leidos secured facilities to ensure compliance with company and government regulations/requirements.
- Conducts entry and exit inspections; assists in the maintenance of facility access control entry systems, to include visitor control.
- Assist with Facility and Tempest Accreditations packages.
- Manage security incident reporting; ensure investigations are conducted, findings documented, and mitigation strategies implemented
- Conduct Personnel Security processing actions including requesting, reviewing, approving, and submitting clearances packages up to and including SCI nomination packages in accordance with customer requirements.
- Conduct security education and training; provide initial security indoctrination briefings, debriefings, annual refresher training, and corporate requisite training.
- Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
- Foster teamwork and collaborative efforts among Leidos security professionals, program managers, capture managers, and counterintelligence investigators.
- Ability to collaborate across multiple organization levels with external stakeholders, such as government customers and oversight authorities (e.g., DCSA, IC, PSOs, SSOs and AOs), concerning OSSs & SCIFs accreditation inspections.
- Responsible for the creation of Standard Operating Procedures, Facility Check In
- Check Out procedures, Fixed Facility Checklists, Security Education and Training Awareness (SETA) materials, and other applicable security documentation.
- Document compliance activities in accordance with the governing authorities approved process.
- Use centralized services and databases to record clearances, incident reports, movement of personnel, visit requests, etc.
- Ensure proper protection and corrective measures are taken when an incident or vulnerability is discovered.
- Participate in Government Customer SCIF security compliance inspections of facility.
- Work as a team player, demonstrate flexibility, and excellent organizational skills.

Required Experience:
- Bachelor’s degree and 8+ years of relevant experience. Additional years of relevant experience may be considered in lieu of a degree.
- Prior experience working in a SAPF/SCIF as a CPSO, SSO, GSSO, etc...
- Operational experience of relevant DoD security guidance as well as the Intelligence Community Directives (ICD) and Security Executive Agent Directives (SEADs). e.g. DoDM 5205.07 Vols 1-4, DoDM 5105.21 M1, as well as the National Industrial Security Program Operating Manual (NISPOM).
- U.S Citizen currently possessing Top Secret/SCI clearance eligibility.
Preferred Experience:
- Accreditation/certification in personnel, industrial, and/or physical security (ISP, PSC, etc.)
- Experience working at US government locations
- Prior experience supporting the Department of Defense and/or DTRA, preferably on a security team for a large contract or as a subcontractor
- Knowledge of Access Control and Intrusion Detection Systems
- Experience with SCIF construction and ICD 705
- Experience conducting Security incident inquiries
- Resourceful in solving problems and capitalizing on opportunities
- Professional Certifications/Affiliations

Pay Range:
Pay Range $82,550.00 - $149,225.00
