We are seeking an experienced Senior Planning Manager to lead complex high-rise mixed-use development projects exceeding 40-50 floors. This senior leadership role requires exceptional expertise in navigating the intricate planning, regulatory, and stakeholder management challenges inherent in large-scale vertical developments. The successful candidate will drive projects from conceptual design through construction completion while ensuring regulatory compliance and stakeholder alignment.
Key Responsibilities
Strategic Planning & Project Leadership Oversee comprehensive planning strategies for high-rise mixed-use developments, integrating residential, commercial, retail, and hospitality components. Lead cross-functional teams including architects, engineers, legal counsel, and external consultants to deliver projects on schedule and within budget. Develop and maintain master project timelines spanning multiple years, coordinating complex interdependencies across all development phases.
Regulatory & Compliance Management Navigate complex zoning regulations, building codes, and municipal approval processes for high-density developments. Manage relationships with planning departments, building officials, fire marshals, and other regulatory bodies. Oversee environmental impact assessments, traffic studies, and infrastructure impact analyses. Ensure compliance with accessibility standards, sustainability requirements, and local development guidelines.
Stakeholder Engagement & Public Relations Lead community engagement initiatives, managing relationships with neighborhood groups, civic organizations, and local government officials. Coordinate public hearings, community meetings, and stakeholder presentations. Develop communication strategies to address community concerns and build support for development proposals. Manage relationships with elected officials and senior municipal staff.
Technical Oversight & Risk Management Review and approve technical deliverables including site plans, architectural drawings, engineering studies, and construction documentation. Identify and mitigate planning-related risks that could impact project timelines or budgets. Oversee coordination of complex building systems integration including elevators, utilities, parking, and loading facilities typical of high-rise developments.
Team Leadership & Development Manage and mentor a team of planning professionals, providing guidance on complex regulatory matters and professional development opportunities. Coordinate with external legal counsel specializing in land use and development law. Foster collaborative relationships across internal teams and external consultants.
Required Qualifications
Education & Certification Bachelor's degree in Urban Planning, Architecture, Civil Engineering, or related field. Master's degree preferred. Professional certification (AICP, MCIP, or equivalent) strongly preferred. Current knowledge of relevant building codes and zoning regulations.
Professional Experience 15-20 years of progressive experience in development planning with demonstrated expertise in high-rise mixed-use projects. Minimum 10 years of experience with buildings exceeding 30 floors, with at least 5 years on projects exceeding 50 floors. Proven track record of successfully navigating complex municipal approval processes for large-scale developments.
Technical Expertise Comprehensive understanding of high-rise construction challenges including wind load analysis, elevator planning, fire safety systems, and structural considerations. Experience with complex zoning applications including density bonuses, design variances, and planned unit developments. Familiarity with LEED certification processes and sustainable development practices.
Leadership & Communication Skills Exceptional written and verbal communication skills with experience presenting to municipal councils, planning commissions, and community groups. Strong negotiation and conflict resolution abilities. Demonstrated leadership experience managing multidisciplinary teams and external consultants.
