JLL Project & Development Services (P&DS) MENA provides consulting, design, management and build services to tenant and owners, leveraging technology and digital solutions to drive outstanding service delivery.

We bring a life-cycle perspective to our clients, from development solutions to our core services in programme, project and cost management and consulting in digital solutions, tenancy management, sustainability, leisure & entertainment, and workplace & design.

The Role

We are currently looking for a Senior Cost Manager specializing in pre-tender estimates. This role requires an experienced professional who can lead cost management activities across commercial, real estate, industrial, and retail projects from concept through completion, while mentoring junior team members and maintaining the highest standards of accuracy and professionalism.

What this job involves

• Deliver excellent take-off skills with focus on both accuracy and speed.

• Prepare budget and pre-contract cost estimates at various project stages.

• Develop comprehensive cost plans and budgets for commercial, real estate, industrial, and retail projects from concept through completion.

• Prepare detailed cost vision reports and forecasting analyses.

• Prepare Bills of Quantities and pre-tender cost estimates.

• Prepare Tender Evaluation Reports.

• Review and negotiate prices with contractors.

• Prepare contract documents and review costings in conjunction with budgets.

• Participate in the cost reporting process throughout project lifecycle.

• Attend site meetings and design team meetings as required.

• Lead and mentor a team of junior cost managers and graduates.

• Take leadership role as part of personal development planning.

• Represent the company in a professional and diligent manner.

Desired skills & experience

• Minimum 15 years of relevant post-degree work experience.

• Proven experience leading teams of junior professionals and graduates.

• Demonstrated experience in the Real Estate sector.

• Excellent pre and post contract technical cost and commercial management skills.

• Strong track record in Construction, Fit-out and/or Renovation projects.

• Experience in the Middle East region preferred but not essential.

• Hardworking, proactive individual with strong desire to learn and progress.

• Exceptional attention to detail and passion for high standards.

• Articulate written and oral communication skills.

• Excellent prioritization and self-management skills with ability to work in high-pressure environments.

• Degree in related subject (BSc Quantity Surveying, Construction Management, Civil, Architectural, Electrical, Mechanical or equivalent).

• Associate/Member RICS qualification or in process would be advantageous.

• Strong knowledge and track record in IT-based solutions.

• Proficiency in AutoCAD and Microsoft Office.

• Experience with cost estimation and quantity surveying software (CostX, Plan Swift, Bluebeam, or Candy) would be advantageous.
