Primary Purpose

The Sr Manager, DOT Compliance provides enterprise-wide governance, oversight, and subject matter expertise to ensure full compliance with all Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) regulations. This role oversees the accuracy, completeness, and audit-readiness of Driver Qualification Files (DQF), continuous license monitoring, and related compliance documentation. The position serves as Exelon's regulatory liaison for DOT/FMCSA matters and drives continuous improvement to reduce compliance risk across all operating companies.

Primary Duties

  • Provide governance and oversight to ensure enterprise-wide compliance with DOT, FMCSA, OSHA, and state-specific transportation regulations, including management of driver qualification files, motor vehicle record (MVR) reviews, and associated compliance workflows. (20%)
  • Lead and coordinate periodic internal compliance audits; prepare businesses for external DOT/FMCSA inspections; implement corrective action plans; and maintain audit-ready documentation for regulatory review. (20%)
  • Develop, maintain, and enhance compliance dashboards, analytics, and reporting to leadership. Monitor trends, identify emerging risks, and recommend process improvements to strengthen compliance controls. (20%)
  • Partner with HR and Talent Acquisition to embed DOT/DQF requirements into onboarding and ongoing employment processes, ensuring accurate and timely documentation. (20%)
  • Perform additional duties and special projects as assigned to support DOT compliance, safety programs, or enterprise initiatives. (20%)

Job Scope

  • Serves as Exelon's enterprise subject matter expert for DOT and FMCSA regulatory requirements.
  • Interfaces with senior leaders across operating companies, providing guidance on compliance matters.
  • Operates with significant independence and judgment to assess risks and recommend actions.
  • Drives governance and oversight practices that enhance safety and reduce organizational risk.
  • Requires travel approximately 30% of the time.

Minimum Qualifications

  • Bachelor's degree in Transportation, Business, Safety, or related field (or equivalent experience).
  • 10+ years of experience in DOT, FMCSA, or fleet compliance, preferably within utilities, construction, field services, or regulatory administration.
  • Strong working knowledge of compliance documentation, MVR processes, DQF requirements, and industry best practices.
  • Proficiency with compliance management systems, telematics, and data analytics tools.
  • Ability to interpret and apply federal and state transportation regulations.

Preferred Qualifications

  • Prior supervisory or team-lead experience.
  • Advanced knowledge of FMCSA regulations (49 CFR Parts 40, 300-399, 571, etc.).
  • Experience developing audit programs or managing external regulatory inspections.
  • Strong analytical skills with the ability to build dashboards and communicate insights to leadership.
  • Experience within a large, complex, multi-state organization.

  • Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $140,000.00/Yr. – $192,500.00/Yr. plus an additional $25K in Long Term Incentive Plan annually.
