Primary Purpose

PRIMARY PURPOSE OF POSITION

Regulatory Policy 1. Act to provide data and analytical support for specific segments of regulatory filings and/or audits. The Revenue Policy function is to plan, coordinate, recommend and support revenue requirement strategies for timely development of filings, along with responding to informational and audit requests from internal and external parties. 2. Assist with research and analysis of accounting, tax and financial issues associated with regulatory matters. Effectively communicate the analysis to appropriate management. 3. Apply critical analytical skills in the preparation of regulatory data filing requirements for rate case (distribution and transmission) proceedings. Assist in the drafting of witness testimony and prepare responses to discovery (data) requests of regulators and external parties. 4. Monitor regulatory hearings, proceedings and meetings (of Pepco and Delmarva Power). Prepare and analyze impacts of potential outcomes as requested. Under the direction of the Regulatory Specialists Manager, act as a conduit for regulatory compliance matters including but not limited to all records management matters to/from Pepco, Delmarva Power and Exelon, track and report ongoing commitments, and support other regulatory compliance policies and procedures. Obtains and compiles necessary internal data/information and assists in the preparation of cost-of-service studies. Performs and reviews analyses related to cost of service, rate design, and pricing of retail electric services, including the evaluation of impacts on the Company and its customers. Prepares various informational filings. Reviews new tariffs and revisions to existing tariffs for the provision of retail electric services. Prepares information used in rate related regulatory proceedings, reports filed with regulatory bodies, and external communications related to retail rate proposals. Participates with other Company departments to evaluate, develop and implement procedures associated with new tariffs and revisions to existing tariffs. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

• Support and monitor regulatory hearings, proceedings and meetings. Assist in the analyses of accounting and financial impacts on the company of potential outcomes. Assist with preparation of appropriate reports to management identifying issues and suggesting appropriate actions to address issues raised by commission decisions and rule making.

• Regulatory Compliance (20%)

• Prepares and assists with preparation of regulatory filings for new tariffs or revisions to existing tariffs for the provision of retail electric services. Prepares and submits informational filings containing prices for retail electric services determined pursuant to formulae and related provisions in approved tariffs and the associated work papers supporting the determination of these prices. (5%)

• Provides quality assurance and recommendations in the review/referencing of a wide variety of analyses and information produced by the department using analytical and attention to detail skills. (5%)

• Collaborates in the development and preparation of cost of service studies. Performs specialized analyses within such studies for other's use utilizing analytical skills. (5%)

• Performs and reviews analyses related to rate design and pricing of retail electric services, including preparing typical bill reports, bill impact studies, and related reporting requirements for filing with regulatory agencies and for external communications related to retail rate proposals. Develops computerized methods for use in analyses. (5%)

• Reviews new tariffs and revisions to existing tariffs for retail electric services, including drafting tariff language. Responds to inquiries regarding the design and application of rates for the provision of retail electric services to organizations within the Company. (5%)

• Prepares and reviews responses to data requests in regulatory proceedings and required reports to regulatory bodies. (10%)

• Assists other areas in the Company in developing procedures and communications related to new tariffs and revisions to existing tariffs. (10%)

Job Scope

JOB SCOPE

• This position has a direct impact on the utility's ability to successfully implement its regulatory strategy for revenue generation, cost recovery and earnings protection.
• The position has significant internal interrelationships. Key internal relationships include regulatory, finance, accounting, treasury, and legal, as well as other operational and support groups within Pepco and Delmarva Power and Exelon Business Services Company. The position requires an ability to work effectively in cross-functional teams to provide support for various company initiatives. In addition, the individual is regularly called upon to provide data and analyses to company personnel with regards to complex regulatory issues.
• Direct supervisory responsibilities are minimal in nature but include the provision of guidance and oversight to the department's bargaining unit clerical staff with respect to work related to the preparation and distribution of tariffs and reports. In addition, supervisory responsibilities may occasionally include project leadership role. Work leadership is necessary to provide peers guidance in the preparation and development of tariff spreadsheet applications, in the review and evaluation of tariff applications and in providing counsel to others in interpreting and explanations of tariffs. Work leadership is also provided through provision of quality assurance and quality control in review of peer's work.
• Requests for information or analyses are usually performed independently and are subject to review.
• Contact with other business units and outside parties requires comprehensive written and oral communications, initiative, judgment and appropriate course of action. Tact, persuasiveness, and perseverance must be utilized.
• Participation as the department representative on various cross-functional Company projects.
• Work is somewhat diversified in nature but consists of generally related activities. Decision making authority is related to the completion of projects and assignments. Initiative and judgment are required in determining appropriate courses of action.
• Work involves the use of computer word processing at an average proficiency level and the use of spreadsheet, and database applications at an advanced proficiency level.
• The position will interact with virtually every department within Pepco and Delmarva Power. It will also work regularly with the Office of Corporate Governance within Exelon Business Services Company. The position requires an ability to work effectively in cross-functional teams to provide support for various compliance initiatives.
• The position requires that it be a trusted and reliable conduit of information to, and feedback from, the compliance areas that impact the Company. In doing so, the position may interface with regulatory staff and external consultants requiring cooperation, tact, diplomacy and excellent judgment to further the company's credibility, image and business objectives.

Minimum Qualifications

MINIMUM QUALIFICATIONS- BA or BS degree and 4-8 years relevant experience, with a minimum of 2-4 years in Company areas relating to finance, regulatory activities, or retail rate application, OR in lieu of bachelor's degree, 6-9 years of relevant experience is required.
