About the Role:

The LCDDMAC IT Manager plays a pivotal role in enabling the digital, data, and technology strategy for Lilly China Drug Development and Medical Affairs Center. This role serves as the primary strategic interface between LCDDMAC and Lilly’s IT organization, ensuring that digital capabilities, data solutions, and innovative technologies effectively support medical and drug development objectives.

Positioned at the intersection of business strategy and technology execution, the role is responsible for identifying high‑value opportunities, shaping solution design, and driving the delivery of modern digital capabilities that elevate scientific engagement, operational excellence, and regulatory‑compliant execution. The IT Manager will anticipate long‑term capability needs, challenge traditional ways of working, and champion emerging technologies to accelerate scientific insights, drug development, and medical impact in China’s fast‑evolving healthcare environment.

Responsibilities:

This position will play as an IT Manager for business engagement with Lilly China Drug Development and Medical Affairs Center (LCDDMAC), including:

  • Takes the overall lead for IT projects/services to provide effective and innovative IT solutions to enable the business capabilities and solve the business problems.
  • Serves as business partner/consultant including identifying and prioritizing value-oriented opportunities and solutions.

This job's key responsibility includes:

Strategic Business Partnership & Innovation Leadership

  • Serve as a primary business partner to LCDDMAC, deeply understanding business strategy, challenges, and long‑term capability needs.
  • Identify, shape, and prioritize value‑driven digital and data innovation opportunities across Medical Affairs and Drug Development.
  • Challenge current processes and bring forward innovative concepts, emerging technologies, and external best practices.
  • Develop and present business cases, value assessments, and solution alternatives to senior stakeholders.
  • Actively influence business leaders to adopt modern digital solutions and new ways of working.

Product Ownership & Capability Leadership

  • Lead end‑to‑end delivery of digital initiatives, fully accountable as Product Owner for key IT capabilities supporting Medical Affairs, defining:Product vision and scope
  • Roadmap
  • Success metrics & value realization
  • Release plans
  • Planning and budgeting
  • Vendor management (RFI/RFP, supplier risk evaluation such as SERF/PIC)
  • Execution quality and on‑time delivery
  • User acceptance criteria and user acceptance testing (UAT)
  • Rollout, adoption, and value tracking
  • Collaborate closely with local and global delivery teams to ensure solutions meet business goals and user expectations.
  • Develop and execute change management (OCM) and communication plans to ensure strong adoption and measurable impact.
  • Drive continuous improvement through user feedback, analytics, and post‑implementation learnings.

Basic Requirements:

  • Bachelor’s degree or above.
  • Minimum 5 years of experience delivering technology solutions in the pharma industry, with comprehensive knowledge of:Medical Affairs
  • Pharmacovigilance
  • Drug development, clinical trial operations, or data management
  • Strong understanding of China pharma landscape and regulatory environment.
  • Proven ability to drive strategic initiatives, not just execute tasks.
  • Demonstrated experience delivering technology-enabled innovation that drives tangible business outcomes.
  • Strong influencing, communication (Chinese and English), and stakeholder management skills.
  • Open‑minded, adaptable, and quick to learn new technologies and capabilities.

Additional Skills/Preferences:

  • Project management certification (e.g., PMP).
  • Strong presentation and storytelling skills (e.g., PowerPoint).
  • Experience with agile delivery, design thinking, or human‑centered design is a plus.
