The Highway Relocation Project Management Specialist supports a customer‑facing program working directly with state Departments of Transportation and local municipalities across North and South Carolina. Working as part of a small team, this role is responsible for setting up projects, establishing contracts, and managing progress and final billing for roughly $70 million each year across more than 1,100 active, government‑funded utility relocation projects.

This position ensures projects are set up correctly from the start and maintained throughout their lifecycle in People Soft Contracts, Maximo, and Power Plan, so financials are tracked accurately and billing stays on schedule. This role conducts monthly billing, as well as final billing as appropriate. Work is coordinated closely with engineering, program management, land services, project management, and finance teams to confirm projects are ready for billing and to resolve issues before they impact reimbursement.

The specialist also works directly with external partners, including NCDOT, SCDOT, and multiple municipalities, with a strong emphasis on billing coordination and issue resolution. Day‑to‑day work includes project setup, responding to billing and documentation questions, ensuring compliance with utility relocation agreements, processing change orders, and managing progress and final billings to support timely cost recovery.

This is a key role in the Highway Relocation Program. Strong attention to detail, sound judgment, clear and effective communication, and the ability to manage project setup and billing across multiple systems are key to meeting program requirements and customer expectations.

Responsibilities

Create / Staff / Lead Project Team

PMS’s provide leadership, oversight, direction, delegation, and coordination with various internal and external organizations providing services to the project (Development, Engineering, Project Controls, Estimating, Construction Management, Supply Chain, Legal, EHS, QA/QC, Operations, Communications, Stakeholder Engagement, Regulatory, Security, Fuels, Transmission, etc.).

PMS’s guide matrixed members of the team daily. They interface with functional leaders of matrixed team members regarding placement, development, and conflict resolution.

Establish and maintain communications among project/programs stakeholders

Structure, lead, and/or assist in project related meetings to ensure open communication between team members, key stakeholders, and management.

Prepare, communicate or report monthly project status, kickoff meetings, weekly and monthly communication.

Assure Project Plans appropriate reporting means are developed and communicated according to PMCoE Standards and Business Unit implementing procedures. Effectively communicate with appropriate management/governance team.

Plan assigned project(s) including scope, schedule, cost, safety, and quality aspects

Champion the process of project planning including scope and work definition, estimating, schedule formation, monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, and integration processes as applicable.

Execute projects according to plans within approved scope, cost and schedule constraints

Includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, Work Breakdown Structure (WBS), schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plans, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close out.

Basic/Required Qualifications

Associate's degree OR HS/GED and 3 plus years work related experience in lieu of a degree.
