Job Summary
The Senior Land Representative provides senior-level leadership and subject‑matter expertise in the acquisition, development, and management of complex utility and telecommunications site assets. This role leads complex easement negotiations, oversees site development activities, and coordinates across internal and external stakeholders to to support utility infrastructure and telecommunications deployments, including small cell, macro, and tower installations.
The position is heavily focused on telecommunications deployments, including small cell, macro, tower, monopole, and utility structure collocations, while operating within a regulated utility environment. The Senior Land Representative serves as a trusted advisor to internal stakeholders and external customers, ensuring site feasibility, speed to market, regulatory compliance, and risk mitigation across North and South Carolina.
Key Responsibilities
Strategic Leadership & Team Support

Provide functional leadership, direction, and technical oversight for land and site development activities, including work performed by internal staff and external vendors.
Establish clear objectives and performance expectations while supporting high-quality, timely project execution..

Mentor and train team members on advanced easement strategy, telecom site development processes and carrier requirements.

Promote and model safety culture, ensuring compliance with company safety policies and contributing to corporate safety goals.
Land Acquisition & Easement Management
-
Lead negotiation and acquisition of complex easement and property rights across North and South Carolina (as well as other jurisdictions as required), including high-profile or high-risk transactions

Research and interpret public and company records to verify ownership, prior rights, and land use constraints.

Review engineering drawings, site plans, and legal descriptions to prepare easement documents in accordance with state law and corporate policy.

Serve as the primary subject‑matter expert for easements and land rights related to telecommunications infrastructure supporting Construction, Real Estate, Transmission, Utilities, Resource Management, and System Engineering.
Site Development & Telecommunications Deployment

Manage inquiry, qualification, and due diligence for small cell, macro, and tower development opportunities.

Maintain proficiency in all site development phases—from search ring creation through building permits—for monopoles, small cells, and utility structure collocations.

Conduct preliminary candidate searches and feasibility assessments to identify optimal sites for customer network design.

Prepare and support presentation materials, proposal packages, and business case documentation for internal and external stakeholders.

Perform data entry and project tracking in CRM, Site Tracker, and other systems.

Prepare quotes and cost estimate for new site development activities. Request job authorizations, order A&E services, and manage A&E deliverables for new transmission attachments and new build towers.
Contracting & Regulatory Coordination

Review, coordinate, and negotiate ground rights, prime leases, easements and related agreements directly or via approved vendors.

Prepare and manage regulatory, permitting, and compliance documentation required for site approvals with Duke Energy, carriers and applicable jurisdictions.

Attend project meetings and serve as a liaison between internal teams, customers, and external agencies.

Identify and mitigate contractual, regulatory, and property risk associated with site development and land acquisition activities.
Customer & Business Development

Represent the company professionally and consistently in all interactions with wireless carriers, tower companies, site acquisition, vendors, and internals stakeholders.

Develop and maintain strong relationships with carriers, Real Estate Managers, Site Acquisition teams, RF Engineers, and Business Development partners.

Support business development efforts by providing land, site feasibility and regulatory input for new and expanded customer opportunities. Facilitate communication and alignment between Site Development, Business Development, Engineering, and Operations teams to ensure successful project execution.
Basic/Required Qualifications

Bachelors degree in Business, Real Estate, or Other Related Degree

Minimum 4 years related work experience

In lieu of Bachelors degree(s) AND 4 year(s) related work experience listed above, High School/GED AND 8 year(s) related work experience
Desired Qualifications

North Carolina Real Estate Brokers license
-
5+ years of progressive experience in telecommunications site acquisition, land acquisition, real estate, or utility infrastructure development or an equivalent combination of education and experience

Demonstrated experience supporting wireless deployments, including small cell, macro, tower or utility structure collocations

North Carolina Notary Public (or ability to obtain within 6 months)
-
Strong written and verbal communication skills, with the ability to communicate effectively with technical, legal, and non-technical audiences

Valid driver’s license with ability to travel and physically attend site walks across North and South Carolina (and possibly other states in the Midwest as required

Proficiency with Microsoft Office Suite – MS Word, Excel, Teams

Demonstrated proficiency using CRM, site tracking or land management systems
Additional Preferred Qualifications

Experience working with wireless carriers, tower companies, or telecom site acquisition firms.

Familiarity with zoning, permitting, and municipal approval processes for telecommunications facilities.

Experience supporting projects within a regulated utility or infrastructure environment.
Working Conditions
-
Field Mobility Classification – Work will be performed in various field locations, as needed, after the onboarding period. However, field employees are required to live within a reasonable daily commute to their assigned work location.

This role involves a combination of office work, field site visits, and collaboration with internal and external stakeholders. Travel throughout North and South Carolina (and possibly additional states) is required based on project needs.
