As part of strengthening our technology leadership in Japan, Citi Japan is expanding its application development capabilities to align with global engineering standards and support our long‑term technology strategy. This newly created role will work closely with global and regional teams to drive application systems development and deliver high‑impact technology solutions.
Responsibilities

Lead and develop multiple teams of technology professionals, including performance evaluations, hiring, and personnel management.

Provide strategic direction and oversee resource allocation, budget planning, and delivery outcomes.

Apply deep subject‑matter expertise and broad cross‑functional knowledge to solve complex issues.
-
Ensure compliance with essential procedures and contribute to engineering and operational standards.
-
Integrate advanced application development expertise with broader technology functions to achieve goals.
-
Exercise sound evaluative judgment using internal and external data in complex situations.

Influence and collaborate with senior leaders and engage with external stakeholders when needed.

Uphold Citi’s risk, compliance, and ethical standards while ensuring accountability across teams.
Qualifications
-
14+ years of relevant experience in application development or technology leadership.
-
Strong background in applications development and engineering.
-
Demonstrated management experience leading technology teams.
-
Experience working with global or geographically distributed teams.
-
Understanding of industry standards and governance frameworks.
-
Excellent communication skills with ability to explain complex topics clearly.
Requirements
-
Strong understanding of architectural concepts across multiple related domains.
-
Expertise in Big Data, grid computing, data warehousing, cloud technologies, Java, Spark, Python.
-
Experience building scalable, high‑performance platforms for data processing.
-
Expert‑level knowledge of Java, Spring Boot, microservices, OOP, and design patterns.
-
Hands‑on experience with Apache Spark (Java).
-
Experience with caching technologies such as Pinot and Redis.
-
Strong Oracle DB expertise including schema design and optimization.
-
Deep understanding of organizational tech integration and competitive landscape.
-
Strong leadership and data‑driven influence skills.
-
Market risk domain knowledge is a plus.

Fluency in English.
