The Trade Compliance Manager will oversee daily import compliance operations for Chewy’s U.S. and Canadian business. This role will serve as a key link between Chewy Ops, Supply Chain, Procurement, and our customs broker network, ensuring shipments move compliantly and efficiently across borders. The manager will lead classification, licensing, and trade program execution while supporting Chewy’s broader goals for compliant growth in the international supply chain.

About the Role in Chewy Ops

This position is part of the Chewy Operations organization, reporting within the Trade Compliance and International Transportation team. The role supports Chewy’s commitment to operational excellence, regulatory compliance, and customer trust. The manager will collaborate closely with Chewy Ops teams, Procurement, Finance, Legal, and external partners to keep Chewy’s supply chain compliant and efficient.

What You'll Do:

Core Responsibilities

1.

Daily Compliance Operations:

  • Handle escalations from day-to-day customs and import activities for the U.S. and Canada.

  • Ensure adherence to U.S. CBP and Canadian CBSA requirements, Chewy import policies, and internal SOPs.

  • Partner with Chewy Ops and warehouse teams to resolve clearance issues and support timely product availability.

2.

Tariff Classification and Product Review:

  • Review new products for correct HTS classification and applicable trade program eligibility (e.g., USMCA, GSP, Section 301).

  • Identify regulatory requirements tied to OGA agencies such as FDA, USDA, or CFIA.

  • Support tariff impact analysis for new product introductions and sourcing changes.

3.

Permitting and Licensing Programs:

  • Define import and licensing requirements across multiple regulatory agencies (FDA, USDA, CBSA, etc.).

  • Maintain oversight of company records, filings, and renewals to ensure uninterrupted import operations.

  • Coordinate with internal teams to ensure compliance documentation is current and accessible.

4.

First Sale for Export Program:

  • Lead operational execution of Chewy’s First Sale for Export program across a multi-country supplier base.

  • Partner with suppliers, brokers, and internal stakeholders to ensure valuation data accuracy and program compliance.

  • Identify and implement opportunities for customs duty optimization aligned with Chewy’s sourcing strategy.

5.

Governance and Continuous Improvement:

  • Develop, implement, and maintain import compliance procedures and training materials.

  • Partner with Trade Compliance leadership to identify process improvements that enhance data accuracy and reduce risk.

  • Support internal audits, post-entry reviews, and metrics reporting for customs compliance performance.

Key Qualifications

  • Bachelor’s degree in International Business, Supply Chain, or related field.

  • 7+ years of experience in import compliance, customs operations, or trade compliance management.

  • In-depth knowledge of U.S. import regulations, HTS classification, and valuation methodologies.

  • Familiarity with FDA, USDA, and other regulatory agency requirements.

  • Experience managing customs broker relationships and trade programs such as First Sale or FTAs.

  • Licensed Customs Broker (LCB) preferred.

  • Strong analytical, communication, and cross-functional collaboration skills.

  • Comfortable operating in a fast-paced, evolving environment with multiple stakeholders.
