**Job Title Compliance Manager – Engineering (Critical Office Environment)**The role acts as the primary interface between the client and CBRE on all engineering compliance matters, ensuring clarity, confidence, and continuous improvement.

Role Purpose

The Compliance Manager is responsible for ensuring that all mechanical and electrical (M&E) works across the contract are delivered to the highest standards of compliance, safety, and quality.
Working as part of the site engineering leadership team reporting to the Account Director, the role provides governance and assurance that all maintenance, repairs, and statutory activities—whether undertaken by CBRE in-house engineers or contractors—are compliant with contractual requirements, UK legislation, and recognised industry standards.
The Compliance Manager ensures the site is audit-ready at all times, manages risk proactively, and embeds a strong culture of compliance across the engineering function.

Key Responsibilities:

Compliance & Governance- Act as the site lead for engineering compliance, ensuring all M&E assets are maintained in line with contractual, statutory, and best-practice requirements.

  • Ensure compliance with relevant UK regulations and standards, including but not limited to:
  • SFG20 (Planned Preventive Maintenance standards)
  • Gas Safety (Gas Safe) Regulations
  • F-Gas Regulations
  • Electricity at Work Regulations
  • Pressure Systems Safety Regulations (PSSR)
  • L8 / ACOP (Legionella & water management)
  • Fire Safety Order (RRFSO)
  • Emergency Lighting & Fire Alarm standards (BS 5266, BS 5839)
  • Any other applicable statutory or industry requirements
  • Ensure all equipment is maintained strictly in accordance with the agreed maintenance contract and manufacturer recommendations.
    Planned /Reactive / EW Oversight- Oversee PPM compliance, ensuring all planned maintenance is completed on time, to standard, and correctly evidenced (in house and sub contracted)
  • Ensure RAMS submitted for works meet the required standard, are suitably reviewed to the required standard (by the engineering team) and audit / spot check to ensure works are carried out in accordance with RAMS
  • Review all worksheets, reports, and service documentation for quality, accuracy, and compliance.
  • Manage and track remedial works arising from PPMs, inspections, audits, and defects—ensuring actions are logged, prioritised, and driven through to completion.
  • Monitor contractor performance and standards, ensuring works are delivered safely, competently, and in line with contractual obligations.

Audits & Assurance- Ensure the site is audit-ready at all times for:

  • Client compliance audits
  • Internal CBRE audits (QHSE, AGM, Technical, etc.)
  • Act as the key point of contact during audits, coordinating evidence, responses, and close-out actions.
  • Track audit findings, non-conformances, and observations through to resolution.

Documentation & Electronic Filing

  • Maintain and develop a robust electronic filing system to ensure all compliance evidence is easily accessible and up to date.
  • Ensure accurate storage of:
  • Statutory certificates
  • Sub-contractor documentation
  • Training records
  • e-Logbooks and site logbooks
  • Maintenance records and inspection reports
  • In house Fire alarm testing log book
  • In house Sprinkler testing log book
  • FGAS log book
  • COSHH log book
  • Water treatment log book (in house testing )
  • Ladder inspections
  • In house RAMS
  • Ensure documentation meets client, regulatory, and CBRE governance standards.

Risk Management & Reporting- Maintain a live site risk register, identifying compliance risks, defects, and gaps.

  • Regularly report risks and non-compliance issues to the client, ensuring mitigation plans and actions are clearly defined and progressed.
  • Ensure Hazard reporting is carried out as per CBRE process and action items closed out.
  • Work closely with the client’s insurance inspector, ensuring recommendations and immediate defects are:
  • Logged in the client tracker
  • Risk-assessed
  • Actioned and closed out where applicable
    Procedures, Training & Culture- Establish and continuously improve site compliance procedures, ensuring consistency and clarity across all engineering activities.
  • Promote a strong culture of compliance, ownership, and accountability within the engineering team.
  • Ensure all site logbooks (fire, water management, emergency lighting, etc.) are fully compliant, correctly maintained, and regularly reviewed.
  • Support the training and development of the engineering team to ensure they are competent, authorised, and confident to carry out compliance-related tasks and updates.

Client Engagement & Stakeholder Management- Develop and maintain strong, trusted working relationships with the client’s Health & Safety team and internal compliance representatives.

  • Act as the principal point of contact for all engineering compliance matters between the client and CBRE.
  • Proactively manage client compliance queries, concerns, and escalations, ensuring timely, accurate, and transparent responses.
  • Collaborate with the client and CBRE internal compliance teams to align site practices with evolving governance, safety, and regulatory expectations.
  • Represent the site at client compliance meetings, inspections, and reviews, ensuring consistent messaging and professional assurance.
    Key Skills & Experience- Strong background in M&E compliance within critical or high-end commercial environments.
  • Detailed working knowledge of UK statutory compliance and engineering regulations.
  • Experience managing PPM regimes, contractor performance, and remedial workflows.
  • Proven experience supporting and leading audits.
  • Excellent attention to detail with a methodical, risk-based approach.
  • Confident communicator, able to engage engineering teams, contractors, and clients.
  • Strong IT skills, particularly in CAFM systems, document control, and electronic filing.

Desirable Qualifications- HNC / HND or equivalent in Mechanical, Electrical, or Building Services Engineering

  • IOSH / NEBOSH (or equivalent)
  • Authorised Person (AP) experience (desirable, not essential)
  • Formal compliance or auditing training
