The Opportunity
As the AFRICOM J5 Multinational Cooperation Center Knowledge Manager, you will execute activities within the J5 Multinational Cooperation Center to enhance enterprise communication, collaboration, and integration with the Command's strategic Allies and Partners, to ensure that Senior Leader's decision making is supported by Command enterprise-wide knowledge and information. This position requires expertise in collaborating in a multinational environment and sustaining a foreign military liaison information sharing and knowledge management program.
Responsibilities
- Execute activities to foster information sharing, enhance decision making, capture knowledge and sustain collaborative environments with AFRICOM's multinational strategic Allies and Partners.
- Develop KM strategy and methodology plans using industry best practices and procedures to generate enterprise-scalable collaborative solutions which enhance visualization of security cooperation initiatives for the 22 Ally nations represented within the USAFRICOM Multi-National Cooperation Center across NIPR, BICES, and SIPR platforms.
- Provide rigorous and consistent data quality validation and verification of ally Operations, Activities and Investments (OAIs) captured within MSS (Maven Smart Systems).
- Develop, automate and integrate OAIs using command tools: Share Point, Microsoft 365 / Power Apps, Excel and MSS.
- Understand core command processes, command strategic objectives, and authoritative sources of information across USAFRICOM.
- Build relationships on data collection / sharing best practices and understanding of processes and sources used to collect and share information.
Qualifications
Required:
- Active TOP SECRET Clearance with eligibility for SCI.
- Master's Degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience.
- 6 years of experience with Knowledge Management in large organizations.
Desired:
- Prior experience working in Africa or at AFRICOM or at one of its Service Components
- Prior assignment on a joint or service staff.
- Prior experience working directly with foreign partners.
- Experience with joint strategic planning and the joint operational planning process
- Experience working with USG interagency departments and agencies
- Experience working with high level engagements, conferences, security regulations

Compensation and Benefits
Pay Range: $90,300 - 189,600 USD
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
