The Opportunity:
CACI has an excellent opportunity for an experienced, self-directed, Change Manager. This position is in support of a Department of War (DoW) organization, US EUCOM located OCONUS in Stuttgart, Germany. This position is required to travel OCONUS.
Responsibility:
The Change Manager is responsible for planning, governing, and executing change management processes across mission critical information systems and business functions supporting the Department of War. This role ensures that all technology changes are assessed, authorized, documented, and implemented in a controlled manner that protects operational readiness, cybersecurity posture, and continuity of mission operations. The Change Manager works closely with configuration manager, government stakeholders, system owners, cybersecurity teams, and contractor personnel to maintain strict compliance with DoW policies, frameworks, and security requirements.

The successful candidate must be able to communicate clearly and succinctly both written and orally, and present products and ideas in a business-like manner. The candidate will be required to work in dynamic fast paced environments that require team interaction and coordination of efforts. The candidate must be experienced in interfacing with both client managers and system users.
- Lead the end-to-end Change Management process in accordance with ITIL, DoW directives, and contract requirements.
- Chair or support the Engineering Review Boards (ERB), Change Control Board (CCB), and Change Advisory Board (CAB), ensuring all proposed changes are properly evaluated for risk, impact, and mission alignment.
- Maintain the Change Management Plan, Standard Operating Procedures (SOPs), and process documentation.
- Ensure all changes are logged, categorized, prioritized, and tracked through completion.
- Conduct detailed risk and impact assessments for all proposed changes, including cybersecurity, operational, and mission impacts.
- Ensure changes comply with DoW cybersecurity frameworks (e.g., RMF, NIST SP 800-171, 172, 53), configuration management policies, and system accreditation requirements.
- Coordinate with configuration manager, ISSO/ISSM, system engineers, and program managers to ensure changes align with Authority to Operate (ATO) conditions.
- Serve as the primary liaison between technical teams, government leadership, and contractor stakeholders regarding change activities.
- Communicate change schedules, outages, and impacts to mission partners and end users.
- Facilitate emergency change processes and ensure proper documentation and post implementation review.
- Analyze change metrics, trends, and performance indicators to identify process improvements.
- Recommend enhancements to reduce risk, increase efficiency, and improve change success rates.
- Support audits, inspections, and readiness reviews related to IT service management and cybersecurity compliance.
- Currently hold an adjudicated Top-Secret SCI Clearance and be able to maintain it.
- Bachelor’s degree in Information Technology, Cybersecurity, Engineering, or related field+ 5 years recent specialized or AA/AS +7 years recent specialized or a major cert + 9 years recent specialized or 11 years of recent specialized experience
- Strong understanding of ITIL frameworks; ITIL Foundation certification required or must be obtained.
- Experience supporting systems governed by DoW cybersecurity and accreditation requirements (RMF, NIST SP 800-171, 172, 53).
- Ability to analyze complex technical changes and communicate impacts to non-technical stakeholders.
- DOD 8570 IAT I compliance.
- German TESA eligibility.
Desired:

5+ years of experience in IT Change Management, Configuration Management, or IT Service Management within a DoD or federal contracting environment.

ITIL Intermediate or Expert level certifications.

Experience with Service Now, Remedy, or other enterprise ITSM platforms.

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$67,800 - 142,200 USD
